Limiting To Specific WifS SSIDs Not Working

Network usage --> Wifi with specific SSID(s) --> Select one or more wifi access points

Client shows "No suitable network available" and downloading does not occur. Changing it to just "Wifi only" causes the downloading to resume.

Device is Pixel 2 XL
