I apologize for the seeming lack of sensitivity. I do realize that there are countries where internet access is seriously limited to citizens either because of type technology/service available, high cost for even dial-up service, and/or limitation by government. I was not in a pleasant mood when I posted my original comment, so was cracking wise.
However, if you had explained 'Why' you need the option to set DL to 1kB/s, I wouldn't have commented at all. There are many who just want to take and not give back, so I made the obvious, if incorrect, assumption. I am sorry for that.
